Nearly Two Decades of Worker Advocacy
Omer Waqas Khwaja has been a union-side campaigner and worker advocate for nearly two decades. As Legal Counsel for Teamsters Local Union 988 in Houston, Texas from January 2023 to July 2025, he gained front-row perspective on what winning for working people looks like under the most challenging conditions imaginable.
As first-chair during most negotiations carried out by the Local, Omer led committees composed of staff and members in negotiating life-changing wages, benefits, and working conditions for members including plant workers, drivers, location managers, and not-for-profit workers. He also leveraged ULP charges, grievances, and contract campaigns to build solidarity and power across Local 988, working closely with teams of rank-and-file members and union staff in co-developing and implementing plans to win and supporting the union’s organizing priorities.
Multi-State Experience
Prior to working as staff counsel for Local 988, Omer practiced as a civil rights and worker-centered attorney between 2017 and 2022, providing prompt, cost-effective legal services for clients in New York State, New Jersey, Georgia, Texas, and Pennsylvania. This multi-state experience positions him well to support diverse clients across different legal environments and labor relations frameworks.
In addition to his work as an attorney, Omer spent several years working as a professional campaigner for major community, labor, and electoral efforts across the United States.
